"Madam President, on behalf of the Committee on Economic and Monetary Affairs, I would like to emphasise two points today. The first is the question of implementing supervision structures at European level. In the wake of the crisis, or during this crisis, everyone understands that the Union must equip itself with structures that will enable it to supervise the banking, insurance and securities markets. At the end of the last parliamentary term, we reached an agreement with the Council that focused on certain sums for the authorities that were supposed to prefigure those that we are putting in place today. However, the draft budget as it stands does not comply with this political agreement, which was concluded under the previous Parliament. I hope that the amendments that have been tabled again are adopted so that we are in line with this political agreement, which was concluded so as to ensure that the Union finally equips itself with supervisory authorities. Moving on, I would like to emphasise the issue of fiscal policy. Fiscal policy tools have been cut even though there is an international call for more governance in fiscal matters. If we really want to combat tax havens, the Union must also equip itself with the resources to conduct this policy consistently. We will not send out the right message by reducing the Commission’s competence in this area."@en1
