"Firstly, Mr Rangel, thank you for your greetings. I am very pleased to find this procedure now in the European Parliament. We also have it in Portugal, and I was involved in it both as leader of the opposition and as Prime Minister, and so I hope that this will prove to be a good opportunity for discussion with the honourable Members. In response to the specific question asked, to me the matter is obvious: all the countries have already approved the Treaty of Lisbon in democratic terms. Ireland did it by referendum, the other countries through parliament. The process of ratification is still ongoing in the Czech Republic. We are awaiting the completion of the process in the Constitutional Court, but once that process is finished, we will have completed the ratification process definitively, because there is a general principle of law, European law and international law, and that is the principle of loyal cooperation between the Member States and the institutions, and also the principle of good faith in negotiating international agreements."@en1
