lpv:spoken text	"Madam President, we talk a lot about the melting of the ice caps, but as well as the Arctic and the Antarctic, there is also the ‘third pole’: the Himalayan ice cap and its glaciers which give water to some two billion people – almost a third of the world’s population – in China, India and elsewhere on the subcontinent. These glaciers are retreating fast because of black carbon coming largely from industrialisation, but also from fossil fuel-powered generators in use in agriculture, and will deprive billions of people of water for both drinking and irrigation. The European Union needs to recognise that help is going to be needed to improve the quality of the machinery that is being used, and to cut down its polluting impact. I believe this should be put on the agenda for Copenhagen, but it should also be put on the agenda for the forthcoming European Union summit with India and other summits with the countries affected. Unless we help them, we will not be able to prevent the melting of the Himalayan glaciers or serious water provision problems for a third of humankind."@en1
