"Madam President, considering a plan of action for supporting developing countries in terms of climate change is a simple matter of justice and equality. They are the worst affected countries, yet they are also those who have contributed least to the situation in which we find ourselves. That is why we have to go beyond a mere declaration of intent. Going beyond a declaration of intent shows that we are decided and serious about fundamental issues such as financing.
However ambitious our strategy may be, if the funding issues are not clearly defined, we cannot have any kind of concrete policy. The Council is talking about EURÂ 100 billion by 2020. There are various estimates, including those that mention the need for EURÂ 120 billion per year, every year, to support developing countries. We need our own resources, therefore, not just palliatives. For this reason, it is vital to establish how this financing is going to be implemented, and who is going to provide it. We must have the courage to tackle this issue and get all the stakeholders involved, while also including the private sector and industry. Or are we hoping that they will offer to contribute to this undertaking of their own accord?"@en1
