"Mr President, adoption of the Lisbon Treaty ends the historic process of the major enlargement of the European Union by 10 new Member States. This process began in the 1990s and is ending with agreement on institutional changes which adapt the EU to the new reality.
Adoption of the Treaty means a new phase and an opportunity for the EU to make a step forward. The institutions which we will be able to establish are only an opportunity, and it is up to us how we make use of that chance. It is also a good moment to demonstrate to those citizens who are sceptical about the European project that the EU is alive, is changing and, above all, that it responds to people’s problems. It would, therefore, seem most important to propose a new policy, one which responds to the challenges which are before us. There is, however, a fear that, instead of concentrating on this, we will be dominated by discussion on formal and personal matters: who should be chosen for which position? We must not now allow national egoism, which may intensify at a time of crisis, to undermine the chance which the EU currently has. Above all, we need to convince the citizens that the EU is not only the elite, with jobs and an excessive bureaucracy, but that it also means new and more effective ways of solving their problems."@en1
