"Mr President, ladies and gentlemen, the present resolution makes clear once again the need to develop a consistent European foreign policy, including from the point of view of the security of energy supply. A lot has already been said today regarding Nabucco and Desertec. As regards diversification of the sources of supply, I would like to draw your attention to a neighbouring region which up to now has been characterised by stability and reliability in supplying Europe and which also has a huge exploitation potential and will become more accessible as a result of climate change. I am talking about the Arctic region. Here there is, on the one hand, an existing tradition of pragmatic cooperation, including with Russia, for example, and, on the other hand, the EU as such does not currently have a presence there, unlike Russia, the US, Canada and even China. In order to secure the long-term interests of Europe in this region too, I would therefore argue in favour of developing a pragmatic, long-term strategy, together with partners such as Norway and Iceland, with the aim of cooperating with Russia, the US and Canada to balance the various interests there, not only with regard to the common security of supply, but also environmental issues and access to the new ice-free transport routes. This will also avoid the potential conflicts which could otherwise arise there in the rush to secure the energy sources that are still available."@en1
