"Self­employed people currently make up only 16% of the working population. Barely one third of the 32.5 million self-employed are women. The proposal to tackle the obstacles to women’s access to self-employment, among others by adopting measures providing for specific advantages in order to make it easier for the under-represented sex to engage in self­employed activities should be supported. Directive 86/613/EEC has led to little progress for assisting spouses of self-employed workers in terms of recognition of their work and adequate social protection. The new directive should, above all, provide for compulsory registration of assisting spouses so that they are no longer invisible workers, and place an obligation on Member States to take the necessary measures to ensure that assisting spouses are able to take out insurance cover for health care and retirement pensions. Despite the fact that the Member States are far from unanimous about the need to improve the legal framework in this area, I hope that it will be possible to reach a reasonable consensus quickly, so that this directive can be adopted at first reading, before the European elections in June 2009.
