"Thank you, Madam President. I believe that the agreement that has been reached on support for the European Union’s energy policy in the long term, providing incentives in the short term for the recovery of the economy, achieves both goals. The only exception, which cannot provide an economic return in the short term, is the funding of carbon capture and storage projects. However, this undoubtedly meets long-term energy policy challenges by increasing the competitiveness of the technologies of EU businesses on world markets, where alternative forms of energy will not be able to replace the burning of coal for the foreseeable future. I very much welcome the channelling of the majority of funding towards European energy network interconnection projects. I am pleased that significant resources have been allocated for the integration into European electricity networks of the Baltic States, which are the most isolated region in the EU. Although these investments do not bring about the full integration of the markets of the three Baltic States into European networks, nonetheless this is an important, strengthening factor that will promote energy supply security. I hope that this will serve as an incentive to the Baltic States to continue to make structural reforms to their energy systems, and to create market conditions that will improve the situation for energy consumers in that region.
