"Well, there is a Treaty and the Treaty is very clear. We know that there will be a new Irish referendum perhaps on the Lisbon Treaty, but these Articles are very clear on how the competences are divided in text, and the Commission has no intention of writing a new treaty with different responsibilities.
This is also partly the answer on using tax policy for creating jobs. As different countries are in different situations, a Europe-wide taxation instrument will not perhaps achieve the same goals as in a particular Member State.
