"Madam President, ladies and gentlemen, when the Commission’s social agenda was first discussed last year, I said I thought that the programme lacked ambition, that it was too little, too late. I should like to thank Mr Silva Peneda for his cooperation in this field of late. I think his report shows that, at all events, the European Parliament wants to see a great deal more ambition in this field. At the start, when the idea of the European Union was born, it was clear that we wanted to base our social policy on a regulatory framework found in almost all Member States, namely sound labour law to guarantee that no one falls by the wayside and collective bargaining to safeguard workers’ position in the labour market. We have now had to add to this the social protection of the vulnerable in our society. Despite the growth there has been in Europe, we have seen a new phenomenon: that of the working poor. I should also like to thank Mr Silva Peneda for including this in his report."@en1
