"Transparency is a fundamental principle of the European Union. This is clearly stated in Article 255 of the Treaty establishing the European Community: ‘Any citizen of the Union, and any natural or legal person residing or having its registered office in a Member State, shall have a right of access to European Parliament, Commission and Council documents’. The present regulation No 1049/2001 was a significant step towards greater openness. In the six years since its implementation, it has contributed to the creation of a more transparent culture of administration in the European institutions. In my opinion, openness contributes to conferring greater legitimacy on the institutions in the eyes of European citizens and increases their confidence in them."@en1
