"The need to deliver cleaner air has been recognised for several decades with action having been taken at national and EU level and also through international conventions.
Improving the quality of our ambient air remains a major challenge to be addressed. The problem of air pollution can only be solved in the long term and within a European framework, particularly by stepping up crossborder measures. The Commission’s proposal is necessary, given the need to further target VOC emissions to improve both regional and local air quality and public amenity, the successful uptake of VPR II systems around the world, and the ability of the technology to reduce refuelling emissions by 95%."@en1
