"The Hamon report advocates the general use of exchange of information, which is a bureaucratic and ultimately inefficient system. I am in favour of a withholding tax, that is, enabling each citizen to pay his tax in full to the Member State of which he is a taxpayer, by paying a reasonable tax (20 or even 25%). This tax should be applied to natural and legal persons, should be collected at source by the financial body where money (securities, bonds, and so on) is managed, and should be transferred to the taxpayer’s taxation department.
