"Mr President, the G20 Summit was important, particularly because it created a space for multilateral dialogue and made people realise that, without this multilateralism, the crisis cannot be solved. However, it was a starting point, not an end point. The European Union’s role in this must be reinforced and clarified, and the EU must act as a driving force. As yet we have no indication that this will happen. We do have an extremely important guide, namely the de Larosière report, but the Commission has been slow to implement it and slow to react. Look at the reaction to hedge funds, for example. In the meantime, the real economy in Europe is still not showing any signs of recovery, and the ‘wait-and-see’ policy that has been followed means waiting for worse figures and for an increasingly serious situation. Look at the latest estimates from the International Monetary Fund and the OECD (Organisation for Economic Co-operation and Development) of 27 million people unemployed, which is a huge problem. The Commission also owes explanations to this House on what it intends to do, what its initiative actually involves and what the state of play is with the policy to coordinate Member States’ initiatives. We should not have to wait any longer. The political will to act should already exist."@en1
