"British Conservatives have been unable to approve discharge of the 2007 European budget, European Council section. For the 14th consecutive year the European Court of Auditors has only been able to give a qualified statement of assurance for the accounts of the European Union. We note the auditors’ remarks that around 80 per cent of the transactions of the EU are carried out by agencies working within the Member States under joint management agreements. The auditors consistently report that levels of control and scrutiny of the use of EU funds within the Member States is inadequate. In order to address this ongoing problem, the Council entered into an interinstitutional agreement in 2006, which obliged them to produce certification for those transactions for which they are responsible. We are dismayed to note that, to date, the majority of the Member States have not satisfactorily delivered on their obligation and therefore, despite the traditional ‘gentleman’s agreement’ between Parliament and Council, we will not grant discharge until such time as the Member States fulfil their obligations under the interinstitutional agreement."@en1
