"Mr President, I join in congratulating our rapporteur on his work, as also the various political groups, the Commission and our committee in the person of its chairman. I must say that not only is the existence of slush funds absolutely unacceptable to us, but also that this supposed gentlemen’s agreement, which will be 39 years old, does not, in my view, now have any reason to exist.
We are not nowadays a fan club. Definitely not. We are a Europe of citizens. We have to be accountable to everyone.
Here in the European Parliament, with the reforms that we have just now finished putting into practice, we are absolutely ready, from this next parliamentary term, to answer in full for the management of everything relating to our accounts.
The Council must do the same. It is highly regrettable that the Council has not taken advantage of the opportunity that it was given to be present here today. It was precisely for this reason that we chose this time. We should like to say that this definitely cannot continue and that we will do everything to ensure that the Council is forced to account for the way in which it implements its budget."@en1
