"Efforts must be taken to halt the trade in illegally harvested timber and timber products being placed on the EU market, in the interests of effective competition, sustainable development and protecting global biodiversity and the environment. The due diligence system proposed by the Commission (which is already practised to high standards in the UK), includes measures and procedures which will enable operators to track the timber and timber products, to have access to information concerning compliance with the applicable legislation and to manage the risk of placing illegal timber and products on the EU market. This action will also provide consumers with the certainty that by buying timber and timber products they do not contribute to the problem of illegal logging and associated trade. While we support this proposal in principle, we do not support the reinforcement of requirements to all operators as proposed by the rapporteur, which we believe introduce disproportionate bureaucratic and financial burdens on all operators within the EU. The Commission's proposal provides for flexible due diligence based on risk assessment and the analysis of evidence and is a far more effective and practical approach."@en1
