I would like to thank the European Commission, the Council and European Parliament for the efficiency with which they have devised this measure. Many Member States which are not part of the euro zone will benefit from this top-up to the intervention fund for balance of payment requirements, including Romania. Without this measure, the situation triggered by the economic and financial crisis would have been much more difficult in these Member States outside the euro zone. Given also that it has been shown once again that the Member States which use the euro have weathered the financial crisis better, I would suggest that in the memoranda of understanding which will be signed between the Commission and Member States to be able to use these funds, Member States should be reminded, especially the new ones, that they have an obligation to take every measure to join the euro zone."@en1
