"Madam President, my speech will relate to the report on rating agencies, and my first words will be an expression of gratitude to my friend, Mr Gauzès, who has acted competently, lucidly and pragmatically. However, at the risk of straying from the subject somewhat, Madam President, I should like to speak about the problem of the rating of states. In this crisis that we are experiencing, states have become major financial players in the face of the potential collapse of the financial sector. They have taken guarantees, they have debts, they have equity stakes, and that is why I wonder whether the European Union ought not to propose, as part of the new global regulation of capitalism, the creation of a global public state rating agency, an independent body that would come under the International Monetary Fund and would enable citizens to have an idea, via these ratings, of the quality of the finance of states, which, I repeat, have become key financial players."@en1
