It is essential to guarantee a high level of protection for consumers, especially children, without hampering the operation of mobile telephone networks. Whilst no scientific proof has shown that the use of mobile telephones presents a health risk, this hypothesis cannot be definitively ruled out, so this matter must be included within the framework of the precautionary principle. It is important regularly to update the limit values for public exposure to electromagnetic fields. There is an urgent need, finally, to have more information available on the effects of electromagnetic waves and to set up a single system for authorising the installation of aerials and relays, as the report stresses."@en1
