"Mr President, I enumerated a number of arguments in yesterday’s debate as to why the amendments and proposals in the Buitenweg report are unacceptable to me, possibly more so than the original Commission proposal for an anti-discrimination directive itself. Even with the amendments we voted on today, it still is an unacceptable violation of the principle of subsidiarity. It generates an enormous amount of red tape which is very costly and creates huge obstacles for the Member States. Above all, it bears witness to exceptional levels of distrust in respect of the Member States themselves.
The problem with texts of this kind that incorporate all manner of things is that they also contain a few good points, of course. I would like to use this explanation of vote, insofar as is necessary, to confirm that it goes without saying that I am all in favour of major efforts being made by the whole Community for the benefit of the disabled, for example. Here too, though, I am convinced that things are best left to the Member States to organise."@en1
