"Madam President, the report we are debating contains a fairly detailed account of recent violations of human rights on the territory of the Russian Federation. These cases clearly prove that Russia disregards all the standards that apply throughout the free world. I therefore call on the Council and on the Commission to start to demand that Russia complies with the commitments it has made to respect human rights. This should be a precondition for holding further talks on an agreement.
At joint meetings with the Russian side, I have often heard Members of the Russian
say something along the lines that no more time should be wasted on human rights and that we should move on to substantive issues, namely trade. We cannot agree to such an approach. There is nothing more important than freedom, health and life itself. These values are often overlooked in Russia, though the value of money is invariably recognised."@en1
