"Mr President, this report by Mr Lambrinidis on strengthening security and fundamental freedoms on the Internet is a very important, topical subject. I share the opinion expressed in it that it is important to preserve freedom of expression. That is one of our fundamental rights and freedoms. We always have to remember, however, that when we speak of freedom of expression, that also incorporates a responsibility. Responsibility in this matter is the most important consideration.
When we view Internet sites today, we regrettably have to acknowledge that there is a lot of the sort of material that is of no good to society or human development. I am particularly concerned about children and young people, who are our most valuable asset – our future’s most valuable asset. We need to take responsibility for them right now and must act in such a way that they can gain the best possible knowledge and skills and develop healthy attitudes, and the Internet is one key source of information for them.
For that reason I hope that we can improve children’s safety by increasing the amount of material on the Internet that might encourage, educate and develop them, and not the sort of thing we see today, which there is, unfortunately, so much of there, and which can harm the growth of the overall personality of the young."@en1
