"Parliament’s report emphasises the usefulness of leniency programmes in exposing cartel agreements, and I am glad to be able to say here that a draft leniency programme is presently being discussed in the Estonian parliament. This should become an important part of the struggle against cartels, which is important both for the better functioning of the common market and in order to protect consumer rights, because consumer prices may rise as much as 25% due to cartel agreements.
I do, however, believe that representative actions can also play an important role in the effective implementation of competition law and the improvement of consumer protection, and thus we must also devote attention to this, both at the Estonian and European Union levels. Research has proven that representative actions would significantly improve consumers’ willingness to stand up for their rights, and in countries where consumer activeness is low because of the fear of the complexity and cost of such undertakings, measures such as representative actions are of crucial importance."@en1
