lpv:translated text	"I voted against Mr Mitchell’s report on the 2007 Annual Reports of the European Investment Bank and the European Bank for Reconstruction and Development. Rather than talking about cooperation between the banks and other interested parties, I think it would be appropriate first to ensure checks are performed before, during and after funding is granted, both banks having lent very significant sums in 2007. Providing financial support without the involvement of civil society in the countries concerned can only worsen the situation in those countries, rather than improve it. In this sense I welcome Mr Mitchell’s proposal that the Commission report annually to Parliament and the Council on the assessment of the impact of the financing operations. However, this element is not enough to induce me to vote in favour of the report."@en1
