"Mr President, the European Commission and the Council have succeeded, in spite of the countervailing forces, in preserving the unity of the European Union. This summit was rather successful: it protected the single market, spoke up against impending protectionism and, last but not least, offered new assistance to the Central and Eastern European Member States, which are struggling with increased difficulties. I would like first to thank President Barroso, since the financial assistance to the region has been doubled, having been raised to EUR 50 billion. The Prime Minister of Hungary suggested a year ago, and at this summit a decision in principle has at last been taken, to create a supervisory system for financial markets and banks. Once again, the summit dealt with the point that parent banks are responsible for their subsidiaries, as my colleague Adrian Severin has also emphasised, and a very important step forward has also been taken with regard to energy security."@en1
