"( ) The rapporteur paints an essentially accurate picture of Africa’s many challenges. She is doubtless also correct in her description of the significance that both international efforts and international cooperation may be considered to have in dealing with poverty, the lack of health care and the consequences of the global economic downturn. However, the rapporteur engages in detailed propaganda in favour of the European Parliament having a greater role in relations between Africa and the EU. Without any objective arguments, it is proposed, for example, that the President of the European Parliament should be allowed to attend the meetings between representatives of Africa’s governments and the European Commission and/or the Council. The rapporteur would also like the European Parliament to have a greater responsibility for the structure and function of the European Development Fund. We believe that such a development would be extremely unfortunate. We have therefore voted against the report as a whole."@en1
