I should like to highlight that the holding of the EU-Africa Summit in Lisbon in 2007 was mainly down to the work carried out by the Portuguese Presidency of the Council of the European Union. However, we still have a long way to go to develop the Joint Strategy outlined on that occasion, particularly in the areas of peace, security, governance, human rights, regional integration, health and education. The European Union needs to create a specific financial instrument for implementing the Joint Strategy and to meaningfully involve civil society."@en1
