lpv:translated text	"I would first of all like to congratulate the rapporteur for all his efforts. As is well known, the implementation of the strategies and operational programmes for the 2007-2013 period is still in its initial stages, which is why the scope of application of the report being debated is still restricted. However, I would like to mention the efforts made by all Member States to integrate, as part of the process of drafting and negotiating the operational programmes, the general priorities of the cohesion policy. The successful implementation of the operational programmes depends to a huge extent on how quickly we manage to simplify the procedures and promote the measures intended to consolidate institutional capacity and, not least, on how we identify the specific professional training requirements for the staff working with European funds. In order to ensure better financial management of Community expenditure, along with the relevant transparency with regard to the management of the funds, I believe that it is particularly important for Member States to have efficient monitoring systems. I also strongly believe that it is absolutely necessary to raise public awareness further in order to achieve a maximum absorption rate for the funds and the development of viable projects."@en1
