"Mr President, ladies and gentlemen, I should like to thank the rapporteur for his report. The subject-matter addressed is very sensitive in terms of the implications it may have for the economic systems of the various Member States. Linking the new Agricultural Fund for Rural Development to the CAP may have positive or negative aspects, depending on how such a fund is used. From a certain point of view, linking funds will mean that they can be used more effectively, and this is certainly a good thing. However, I agree with the rapporteur that there is a very fine dividing line and, among other things, there is the risk that the funds will be used only to make agriculture more competitive, to the detriment of other sectors in rural areas. Rural areas do in fact need strong investment – structural and agri-food investment – to revive the economy, to train young farmers, who are the driving force behind the rural economy, and to train women who live in these areas. They also need investment in the information technology sector, to make young people more familiar with new technologies. The risk we run is that the funds will be misused. That is why I remain convinced that common sense must prevail if we are to prevent the misappropriation of funds, because the rural economy could have a very heavy impact in Europe."@en1
