"Madam President, with regard to the report on micro-credits, I want to congratulate all the rapporteurs, because they have done some great work. They have undoubtedly improved the Commission’s initiative. I believe that the recommendations made in this report will enable us to establish the basis for developing a proper framework in the European Union for the micro-credit sector. This sector has been successful in many developing countries, including in some European countries, both as a means of generating economic activity and as a tool for increasing social inclusion and promoting job creation. However, this success has not to date been transferred to the Community context. I believe that we now have the opportunity to do so, particularly given the economic and financial crisis that we are facing. In this respect, strengthening the initiatives put forward in this report must be a priority, but we must also take other steps. We must increase the funds available for these micro-credit support structures. We must ensure easier access for those individuals and businesses that cannot access loans. In this respect, Madam President, I want to highlight the example of the European guarantee for micro-loans, as this is a tool that could improve this access and that has been included in the report. I will end by saying that this report will undoubtedly lay the foundations so that we can create a harmonious framework in the European context in order to encourage the micro-credit sector."@en1
