"Madam President, an important counterbalance to the growing trend towards national protectionism in Europe today is a rational cohesion and rural development policy. The present system of support from a variety of rural development funds has only served to entrench, rather than even out, development levels in various parts of the European Union.
The result is a huge disparity in agricultural subsidies between the new and the old Member States, and these disparities will persist after 2013. All farmers have similar production costs, and agricultural services in the new Member States are increasing, and are rapidly approaching the price levels of the old Member States. What chances, then, do rural areas have of equalising their level of development in the coming decades?
Only stable and long-term support for local communities in the poorer regions accompanied by maximum streamlining of procedures will make it possible to even out the disparities and allow us to speak of real competition within the European Union over the next decade or so."@en1
