"Madam President, I would just like to focus on the microcredit issue, which the Committee on Budgets completely supports as it will help people without access to normal sources of funds – the very sort of people who need help in the current environment. We also welcome the Commission’s JASMINE initiative. However, there are certain considerations that we want to state. Firstly, funds should only be used where other sources are not appropriate, owing either to high risk or low profitability. Secondly, they must also be used to bring in private finance. Thirdly, because of different approaches from different Member States, we would like to look at whether it is feasible to have an EU framework for non-bank microfinance institutions. We would also like to look at whether interest-rate caps, which are used in some countries, are appropriate in these circumstances. In the longer term, we would like to get beyond the use of structural funds for this important initiative, because some of the people who need help are not in the areas that have support from the structural funds."@en1
