"When a student is looking towards a career in research, physical mobility must be promoted as an educational experience which cannot be replaced by virtual mobility. We must ensure that the most brilliant minds receive sufficient finances and human resources to support them. For some, this might mean having access to resources beyond the borders of their country of origin. The benefits (for example, value added) associated with the mobility of students, lecturers and researchers must be promoted and publicised. Administrative and structural barriers must be removed. Scholarships and loans should be available to students and researchers, along with other incentive measures for both individuals and institutions. The globalisation policy must take into account the following factors: the vital importance of researchers with international experience; real linguistic opportunities; the need to offer all students going to be future researchers the chance to obtain a number of foreign language credits, irrespective of their specialist field; good quality; and information telling them about the opportunities for study and research abroad."@en1
