"Mr President, I voted in favour of the report on Turkey due to the positive elements for Cyprus in paragraphs 32 and 40, even though I disagree with the content of Amendments 9 and 10.
Amendment 9 introduces an unacceptable position on – albeit temporary – derogations from the principles on which the European Union is founded, including the four fundamental freedoms. This has been done at a time when negotiations are being held between the leaders of the two communities in Cyprus, who are the only people who can decide on the matter.
Amendment 10 contradicts the fact that the CFSP is part of the Community
for the EU and the Member States, and third countries cannot be given
to participate in planning and decision-making procedures."@en1
