"Madam President, Mr President-in-Office of the Council, Mr Vice-President of the Commission, ladies and gentlemen, the best homage we can pay to Jean Monnet is to act with unity, decisiveness and perseverance, as he did in organising the logistical effort during both world wars – the effort by the Allies which enabled them to win the war. This means that we, the 27 Member States, must act together. We, as socialists, would urge that this involves three priority actions: firstly, strengthening our stimulus and recovery plan in the budgetary sphere and also with regard to the scrutiny and organisation of Europe. Secondly, we need to develop genuine solidarity between the 27 Member States. I do not know if the Czech Government and its parliament, who are sitting on the Treaty of Lisbon, know that in the second article of the Lisbon Treaty the word ‘solidarity’ appears for the first time. Thirdly, we need to combat tax havens, the black holes of globalisation."@en1
