I do not agree that competent local authorities should have to lay down measures to limit emissions for individual installations, and hence attain an emission level which, on average, meets the requirements laid down in the BAT reference documents, with some leeway so that proper account can be taken of local circumstances. This task should be wholly assigned to a Community authority, not a local or national one. The specific characteristics of a region must not be a discriminating factor in this field, since different minimum thresholds result in extremely variable costs and returns, which then inevitably affect the true competitiveness of businesses."@en1
