"The country which I represent featured for a long time on a list of countries which did not have a childcare social policy up to European standards. Things have gradually improved, with the adoption of qualitative methodologies resulting from care staff receiving specialist training. The Barcelona objectives have motivated the institutions whose objective is to protect children and the care standards have resulted in responsibilities and skills. Children actually receive humane treatment. With the birth rate currently in decline, we must offer equal opportunities to those who have special social circumstances. Both Member States and the European Commission must make efforts to support their education and their subsequent integration into society. They have inferiority complexes in relation to those children who have grown up in a normal family. This is why programmes which allow these children being supported by social services to spend time in a family environment and socialise could give them another chance."@en1
