"Ladies and gentlemen, the compromise which has been reached will consolidate the EU’s legislation on safety and the transposition of important international instruments into Community legislation. By adopting this, the European Parliament will set a new benchmark in terms of standards for investigating accidents involving vessels. These measures have been adopted as a consequence of the accident involving the tanker ‘Erika’, but I want to remind you of another, more recent case. On 13 February 2004, 7.5 nautical miles from the Bosporus, the ship ‘Hera’ sank with its entire crew of 19 on board, in circumstances which are still unexplained. Five years after this tragedy, which took place in one of the busiest and most monitored spots in the world, no one can say how and why this ship sank. Furthermore, no one can say what rescue operations were carried out after the emergency signal was received. The investigation into the reasons and consequences of this accident has reached a dead end at the moment. The only thing which can be confirmed with any certainty is that 17 European Union citizens and two from Ukraine perished. No one has yet been made to answer for this. It is obvious that the new rules we are adopting will not prevent such tragedies, but I hope that they will ensure that a transparent, complete and objective investigation is carried out so that we can bring the guilty parties to book for this."@en1
