"− In recent years, the number of refugees in the EU has grown to 12 million, in addition to which there are 26 million internally displaced people. A common European asylum policy is necessary, as the asylum policies of the 27 EU Member States are too different – which, in practice, means playing with people’s futures, and that is preposterous. During the first phase (1999-2005), the EU attempted to harmonise the approach of Member States’ policies on the basis of common minimum standards. The second phase has been working on a common asylum procedure and a uniform status for those granted asylum or subsidiary protection. The report we shall be adopting today welcomes the establishment of a European asylum agency but regrets the slow progress on implementing the second phase; for which, of course, the non-entry into force of the Treaty of Lisbon is to blame. I support the call for the improvement of the existing legislation with regard to both the Asylum Procedures Directive, the Directive determining the conditions for reception, and the Directive that grants or withdraws refugee status. The report has my support, as it is important that a standard of protection be introduced for refugees and that all Member States show solidarity in shouldering their responsibility and cooperating purposefully."@en1
