"I support Mrs Hennis-Plasschaert’s report on the next steps in border management in the European Union. Faced with the challenge of enhancing internal security at the same time as facilitating travel for third country nationals, the Commission has proposed three solutions: registration of entry and exit, essentially in order to deal with the phenomenon of people overstaying their visas; facilitation of border crossing for travellers; and the introduction of an electronic system of travel authorisation, following the example of the system that has been in place in the United States since January. On the latter point, I would emphasise the importance of the Commission’s policy study analysing the effectiveness, impact and practical feasibility of a system of this type: we need to have access to an objective assessment of its usefulness and of its real, not just assumed, added value. We must not forget that there are two preconditions before we can introduce this impressive tool: we need to speed up the implementation of SIS II in order to enable biometric checking of passports and visas, and we need to examine the impact of the system on the protection of personal data, to ensure that the measure is proportionate."@en1
