lpv:translated text	"Mr President, first of all, I should like to congratulate Michael Cashman on an outstanding report which affects one of the most important aspects of European democracy. The European Union is undergoing systematic changes and transformations. Unfortunately, communication between the European Union and its citizens is not keeping up with these changes. The situation is similar with access to documents and information destined for the citizens themselves. Transparency is a fundamental principle of the European Union, set out in Article 255 of the EC Treaty. Every citizen of the European Union and any natural or legal person residing or established in a Member State has the right to access European Parliament, Council and Commission documents. We can only get the citizens of Europe interested in and build their confidence in the EU institutions, in MEPs and national politicians if we provide complete and honest information. It is therefore our duty to increase the transparency and effectiveness of the institutions of the European Union to the greatest degree possible. We must focus on making it easier for users to access information and on continuing to simplify the system and its tools. Although it could do with some improvement and streamlining, the regulation which affects this report provides a sound legal basis. I am therefore sorry that the Commission gave no consideration to the rapporteur’s 2006 proposal on transparency."@en1
