"− Mr President, transparency is the basis of democracy. Unfortunately, the European Union can hardly brag about its transparency. Directives need to be changed, but so do attitudes. What can you say about the statement by the Council that outsiders should not be given documents relating to legal advice in connection with legislative procedure? Outsiders, citizens if you like, should not be given them then. I cannot understand how European Union citizens can be outsiders. Attitudes, therefore, have to change. Legislation has to change to make the legislative documents of the Council, Parliament and Commission transparent, and the emphasis here is on legislative documents. If I make a comparison with my own country, for example, and the Finnish Parliament, we could not imagine the statements of its Constitutional Law Committee being secret. That would mean the people would not be told the reasons why this or that law is being enacted; and the Council says we should not say anything because the public are outsiders. In legislation, in the formulation of directives, in everything, we need to work on the assumption that we should increase transparency, and there is also room for improvement in voting procedures.
