"Mr President, when speaking in this debate I want to draw attention to four issues. Firstly, I would like to express the hope that Mr Lehne’s report will provide a strong stimulus for the European Commission to prepare suitable legal measures, which, in accordance with the freedom of establishment guaranteed in the Treaty, will allow companies to move their registered offices within the European Union, without being burdened with excessive red tape. Secondly, these kinds of transfers should, conversely, contribute to protecting the existing rights of shareholders, creditors, and especially the rights of employees. I would also like to express the hope that the solutions proposed by the rapporteur, involving the drawing up a transfer proposal, and especially a report explaining and justifying the legal and, above all, the economic aspects of the proposed move of the company’s seat, and its implications for shareholders and employees, will not prove to be an additional obstacle to the transfer of companies. Fourthly, and finally, it would appear that competition, in terms of taxation and salaries, was the particular motivating force behind the proposed solutions, as it was seen to have a positive effect on the speed of economic growth in individual Member States and, therefore, also throughout the European Union."@en1
