". I supported Mr Konrad Szymanowski’s report on the European Neighbourhood and Partnership Instrument. It is a worthwhile EU initiative, aimed at fostering cooperation between the EU and partner states. This cooperation includes, amongst others, efforts to promote dialogue and reform, environmental protection and action in the field of energy security. It also includes efforts to reduce poverty, promote equality between women and men, promote employment and social protection, foster cross-border cooperation, promote health, education and human rights, combat terrorism and organised crime, and promote cooperation in the scientific, educational, innovation and cultural spheres. It is therefore essential to conduct a substantive and financial review of all ENPI Operational Programmes, taking into account the countries, the regions and the issues involved. These activities should expand the free trade zone. It is important to note that the Eastern Partnership should not hinder neighbouring countries wishing to apply for membership of the EU. The section which mentions the EUR 500 billion allocated to Georgia between 2008-2010 for reconstruction work and aid to refugees, following the depredations of war, is also worthy of support. I also accept that it is advisable to review our cooperation with Belarus, along with the level of funding allocated to that country, in order to ascertain whether the policy of re-engagement with that country, initiated in September 2008, should be continued. Furthermore, I agree that we need to guarantee that any financial assistance granted to Russia contributes to strengthening democratic standards in that country."@en1
