"British Labour MEPs are supportive of positive cooperation between NATO and the EU, and welcome sharing of experience and expertise as a key method for strengthening basic capabilities, improving interoperability and coordinating planning, equipment and training. We voted in favour of the original text in paragraph 22 as we welcome French participation as part of strengthening EU-NATO cooperation. On the final vote, British Labour MEPs joined with the Socialist Group in voting against this report, particularly due to the inclusion of an entire section devoted to the creation of a permanent EU Military Operational Headquarters. Labour MEPs have consistently questioned the need for this type of new institutional structure. We believe that Europe needs to focus on ensuring it has the right capabilities to deploy at the right time, and making sure existing institutions function effectively rather than building additional institutions as an expensive and unnecessary luxury."@en1
