"Research infrastructures are playing an increasingly important role in the advancement of knowledge and technology by offering unique research services to users in different countries. One aspect which can be regarded as extremely important is that these services, by unlocking the research potential of every region in the EU, will attract young people to science, thereby playing a key role in creating an effective environment for research and innovation. In less developed countries, however, and I am thinking of Romania too when I say this, limited resources and the complexity of the technical and organisational aspects present a major difficulty in terms of creating a European Research Infrastructure. As a result, given that these structures will only be able to evolve in developed countries, we must ensure that we are not going to witness a new brain-drain to these centres from inside the European Union."@en1
