"We are in a global crisis, but a global crisis that is hitting locally. The turmoil started across the Atlantic, but has affected our cities, towns and villages. Measures introduced to combat the crisis and to rehabilitate our damaged economies must not concentrate solely on the national and international but on the regional and local also. Extending reduced rates of VAT to locally supplied and labour-intensive services is a positive step in this direction. It is a pragmatic decision that has the potential to stimulate local economy and encourage local enterprise and industry without interfering with the proper functioning of the internal market. I hope that this measure can be part of a wider approach adopted by the EU and national authorities to make it attractive to buy local, to build up local economies and consumer confidence. Such an approach would impact positively on small and medium enterprises. This is crucial as SMEs make up 99% of all European enterprises, but the sector is suffering in the current climate. I believe that strengthening and supporting the SME sector is key in getting our economies back on their feet and building for a sustainable economic and social future."@en1
