lpv:translated text	"Madam President, ladies and gentlemen, I support the rapporteur, Mrs van den Burg, and the whole Parliament if it adopts this proposal aimed at amending the provisions of the VAT directive. At last we have a proposal that will guarantee equal opportunities for all Member States and improve the working of the internal market as regards reduced VAT rates. The proposal also intelligently respects subsidiarity; it allows States to apply reduced VAT rates for labour-intensive and locally-supplied services, as well as those of social importance such as the construction of housing, personal assistance, and so on, and to small- and medium-sized enterprises in general. I therefore share the rapporteur’s hope that this instrument sets out a fiscal system that will promote employment, increase productivity and reduce the underground economy."@en1
