"Madam President, I congratulate our three rapporteurs for this quite remarkable summary that they have given of the current state of our common foreign and security policy. Mr Solano, you know better than anyone that Europe is expected to take its place on the world stage, as dictated by its economic and demographic power and its wealth of democratic and humanist values. It has to be said that despite the will shown regularly by over two-thirds of our fellow European citizens, as you said, some progress has been made over ten years, I will grant you that, but it has to be said also that this Europe still does not exist. If one were needed, Europe’s reticence with regard to resolving the new tragedy in the Middle East would be a recent example of this. There was, and there still is, a need for the presence in Gaza of a Europe that plays an active role, helping the population to survive and rebuild the country, and helping in the fight against arms smuggling, which has allowed this territory to be transformed into a base for the launching of rockets of all sizes. Despite the verbal outpourings in Sharm el-Sheikh and Jerusalem, nothing has yet been done in this respect. I would like to ask again a question already asked at the time of the Lebanese crisis: when can we expect, Mr Solano, the deployment of a European fleet in the Mediterranean like the one you have introduced to deal with piracy? We have the resources. Will we, one day, have the will?"@en1
